1- applicant's written application
2- owning documents such as water or waste water bill there are any
3- visiting (the building , land)
4- if the building is for industrial usage, any overstep or control occupience level or if it is more that normal level, should be referred to technical commission
5- commercial building and the mass must be controlled
6- planning order is issued
7- after preparing plans and its affirmation by engineering organization , its draft is prepared
8- the letter and insurance asking letter are issued
9- After the insurance letter is given, it is answered by the subscription affairs' unit till other actions being done.
